SECTION 09 96 24 — HIGH-PERFORMANCE COATINGS AND LININGS
Guide Specification — Water Treatment Facilities
Specifier Note: This guide specification is provided as a technical resource by Atlantic Coating Consultants (ACC), an independent representative for Tnemec, TEX-COTE and Epoxytec, and is compiled from ACC's standard Tnemec coating systems. It is a template for water treatment plants, potable water storage tanks, pump stations, clearwells and distribution-system structures and is not a project-specific specification. The Coating System Schedule lists the potable-water immersion (NSF/ANSI/CAN 61 and 600) and tank-exterior systems first, followed by the shared interior, exterior and flooring systems that also appear in the Architectural (09 96 00) and Resinous Flooring (09 67 23) guides. Each system is identified by its System Code. Select the systems required, add typical locations for the facility, and delete the remainder along with all Specifier Notes. VERIFY ALL PRODUCT DESIGNATIONS, COATS, DRY FILM THICKNESSES AND SURFACE PREPARATION REQUIREMENTS WITH ATLANTIC COATING CONSULTANTS OR TNEMEC COMPANY BEFORE ISSUING FOR BID OR CONSTRUCTION. Do not apply succeeding coats until the previous coat has cured as recommended by the manufacturer. Sand between applications where sanding is required to produce a smooth even surface according to the manufacturer's directions.
E. Apply additional coats if undercoats, stains, or other conditions show through the final coat until the coating film is of uniform finish, color, and appearance. Give special attention to ensure that surfaces, including edges, corners, crevices, welds, and exposed fasteners, receive a dry film thickness equivalent to that of flat surfaces.
F. Stripe Coats: Apply stripe coats by brush to all welds, edges, corners, bolts, rivets, crevices and irregular surfaces where scheduled, prior to the full intermediate coat.
G. The term "exposed surfaces" includes areas visible when permanent or built-in fixtures, grilles, and similar components are in place. Extend coatings in these areas as required to maintain the system integrity and provide the desired protection.
H. Coat surfaces behind movable equipment the same as similar exposed surfaces. Before final installation of equipment, coat surfaces behind permanently fixed equipment with prime coat only.
I. Omit primer on metal surfaces that have been shop-primed and touch-up coated.
J. Scheduling: Apply first coat to surfaces that have been cleaned, pretreated, or otherwise prepared for coating as soon as practicable after preparation and before subsequent surface deterioration; coat abrasive-blasted steel before visible rust forms and within 8 hours of blasting.
K. Allow sufficient time between successive coats to permit proper drying. Do not recoat until the coating has dried to where it feels firm, does not deform or feel sticky under moderate thumb pressure, and where application of another coat does not cause the undercoat to lift or lose adhesion. Observe maximum recoat windows on the product data sheet; where exceeded, prepare the surface as recommended by the manufacturer.
L. Potable Water Service: Cure linings in contact with potable water for the time and at the conditions required by the manufacturer's product data sheet and the NSF listing before placing in service; force-cure with heated, dehumidified air where required to meet the schedule. After cure, disinfect storage tanks in accordance with ANSI/AWWA C652 and pipe in accordance with ANSI/AWWA C651 before filling.
M. Application Procedures: Apply coatings by brush, roller, spray, or other applicators according to the manufacturer's directions.
1. Brushes: Use brushes best suited for the material applied.
2. Rollers: Use rollers of carpet, velvet back, or high-pile sheep's wool as recommended by the manufacturer for the material and texture required.
3. Spray Equipment: Use airless or plural-component spray equipment with orifice size as recommended by the manufacturer for the material and texture required.
N. Minimum Coating Thickness: Apply materials no thinner than the manufacturer's recommended spreading rate. Provide the total dry film thickness of the entire system as scheduled.
O. Mechanical items to be coated include, but are not limited to, the following:
1. Piping, pipe hangers, and supports.
2. Insulation.
3. Motors and mechanical equipment.
4. Accessory items.
P. Electrical items to be coated include, but are not limited to, the following:
1. Conduit and fittings.
Q. Block Fillers: Apply block fillers to concrete masonry block at a rate to ensure complete coverage with pores filled.
R. Prime Coats: Before applying finish coats, apply a prime coat of material, as recommended by the manufacturer, to material that is required to be coated and that has not been prime-coated by others. Recoat primed and sealed surfaces where evidence of suction spots or unsealed areas appears, to ensure a finish coat with no burn-through or other defects due to insufficient sealing.
S. Pigmented (Opaque) Finishes: Completely cover to provide a smooth, opaque surface of uniform finish, color, appearance, and coverage. Cloudiness, spotting, holidays, laps, brush marks, runs, sags, ropiness, or other surface imperfections will not be acceptable.
T. Completed Work: Match approved samples for color, texture, and coverage. Remove, refinish, or recoat work not complying with specified requirements.
3.4 FIELD QUALITY CONTROL
A. Verify DFT of each coat and total DFT of each system using wet film and dry film gauges in accordance with SSPC-PA 2.
B. Immersion Linings: Perform holiday (discontinuity) testing of all immersion linings on steel, ductile iron and concrete in accordance with AMPP SP0188 (low-voltage sponge for linings less than 20 mils; high-voltage per NACE SP0274 for thicker linings) after final cure and before placing in service; mark and repair all holidays and retest.
C. Adhesion: Where directed by the Engineer, perform pull-off adhesion testing in accordance with ASTM D4541 on the mock-up or test area; repair test locations.
D. The Owner reserves the right to invoke the following test procedure at any time and as often as the Owner deems necessary during the period when coatings are being applied:
1. The Owner will engage the services of an independent testing agency to sample the coating material being used. Samples of material delivered to the Project will be taken, identified, sealed, and certified in the presence of the Contractor.
2. The testing agency will perform appropriate tests for the following characteristics as required by the Owner:
a. Quantitative materials analysis.
b. Abrasion resistance.
c. Apparent reflectivity.
d. Flexibility.
e. Washability.
f. Absorption.
g. Accelerated weathering.
h. Dry opacity.
i. Accelerated yellowness.
j. Recoating.
k. Skinning.
l. Color retention.
m. Alkali and mildew resistance.
3. If test results show material being used does not comply with specified requirements, the Contractor may be directed to stop coating, remove noncomplying coating, pay for testing, recoat surfaces coated with rejected material, and remove rejected material from previously coated surfaces if, upon recoating with the specified coating, the two coatings are incompatible.
3.5 CLEANING
A. At the end of each work day, remove empty cans, rags, rubbish, and other discarded coating materials from the site.
B. After completing coating work, clean glass and coating-spattered surfaces. Remove spattered coating by washing and scraping. Be careful not to scratch or damage adjacent finished surfaces.
3.6 PROTECTION
A. Protect work of other trades, whether being coated or not, against damage by coating work. Correct damage by cleaning, repairing or replacing, and recoating, as acceptable to the Engineer.
B. Provide "Wet Paint" signs to protect newly coated finishes. Remove temporary protective wrappings provided by others to protect their work after completing coating operations.
C. At completion of construction activities of other trades, touch up and restore damaged or defaced coated surfaces.
3.7 COATING SYSTEM SCHEDULE
Specifier Note: Systems below are identified by ACC's standard system codes. The potable-water immersion and tank-exterior systems are listed first; the shared interior, exterior and flooring systems that follow are the same definitions used in Sections 09 96 00 and 09 67 23 and are repeated here so this Section can stand alone for a plant project. Retain only the systems required and delete the remainder; add a bracketed list of typical locations (e.g., "[clearwell walls and floor, filter gallery piping]" or "[elevated tank exterior, ground storage tank interior]") after each system heading. Total DFT excludes stripe, touch-up and spot-prime coats and coats applied at coverage rate, as noted.
